This is clearly Homer disguised as Kraft. His nose is painted on, and Krazy and Homer have almost the same facial structure (intentionally), but there are subtle differences such as the shape of his mouth and the fact that Sneak has bags under his eyes. Also, a few minutes ago, Krazy had just returned from a six-week stay in Reno, and was wearing a casual suit instead of his usual clown outfit with ribbons.

Screenwriter Bill Wookley points out that if it was Homer, there is nothing in his materials or memory that suggests this was done intentionally, and the notes on the hints directly state that Homer is present in the last scene:

If it was a model "Homer" disguised as Sneak, we didn't know that until today. The final answer to this question should be Jeff Lynch!

Of course, one can imagine a scenario in which Homer was shown in the background of some overseas studio.

Well, I found it on my computer. It's been 25 years since I've seen this file. (But you can see that I specifically asked that Homer not appear in the last scene, and I didn't ask him to disguise himself as Desiree).

And guess what? Was the accelerated mistake covered up with a rearrangement/repaint? Or did one of the workers miss an incredible joke/hint and go unnoticed?

There is a precedent that Homer and Classi look the same, and it is possible that Homer used a clown makeup to work with the cluster during the shooting, and to show this, a clown Homy.
